About the project...

Following extensive community consultation, in 2012 Council adopted the Bowral Parking, Traffic and Transport Strategy which outlined a major upgrade of Station Street to address the long term issue of traffic congestion within the town centre.

Council is embarking on the upgrade of Station Street to include:

  • two lanes in each direction (between Bundaroo Street and Bowral Street)
  • new roundabouts at Bong Bong Street and Bowral Street
  • improved parking facilities and access to town centre businesses

Council is also planning to develop parking and pedestrian facilities in Kirkham Road in order to provide replacement parking during construction, as well as new parking areas for the town centre and near the train station after work is completed.

The design of a future link between Bowral Street and Links Road via Railway Parade is also planned but funding is required and so a date for construction of this component has not been determined.

    Council considered a report which provided an update on the Station Street Upgrade project and to present the outstanding matters requiring approval to progress the works to tender phase.     The report was introduced with a presentation by Robert Smart, Director of Arterra Design, about the succession plan for Pin Oaks in the northern section of Station Street. View a video interview with Mr Smart here.

    Utility service relocation works for water, gas, Telstra and NBN are scheduled to commence on 21 October 2019 from 7:00am (weather permitting).

    These works will be carried out along Kirkham Road (from Sherwood Ave) and Oxleys Hill Road to Kiama Street, as part of the Kirkham Road (South) Road Reconstruction project.

    Council accepted the tender from Taradiddle Pty Ltd (t/a Winter Hill Tree Farm) at a lump sum value of $65,900 to undertake Tree Supply and Storage for streetscaping in Station Street, Bowral.

    On Tuesday 4 September 2018 a Request for Tender for the Supply and Storage of Trees for Station Street, Bowral was opened. Tenders will close 2 October 2018and are expected to be reported to Council before the end of 2018.

    The Tender includes supply of 130 new trees ranging in size from 150L pots (3.0m tall) to 1100L pots (6.5m tall). The trees include Pin Oaks, Tulip Trees, Green Spartan Junipers and Japanese Zelkova as identified in the Station Street Upgrade’s streetscape plan.

    The trees are proposed to be purchased at this stage of the project to ensure that a sufficient number of trees of the type and size required are available at the completion of civil works for the Station Street Upgrade Project.

    Infrastructure NSW (Restart NSW) instigated a Gateway (Deep Dive) Review of the Station Street Upgrade project following receipt of a letter from a Bowral resident. The resident was concerned that the project scope was no longer consistent with the purpose of funding granted by Restart NSW.

    Gateway Reviews are independently undertaken on behalf of the NSW Government and commissioned by Infrastructure NSW.

    Wingecarribee Shire Council officers provided project information and participated in interviews as requested during April and May 2018. A Gateway Deep Dive Review Report was finalised for Infrastructure NSW by an independent Review Team in early July 2018. The report was thereafter shared with Council on a strictly confidential basis and classified as ‘Sensitive: NSW Cabinet’.

    Council provided a response to the review’s recommendations and re-commenced tasks required to proceed with the delivery of an upgraded Station Street.

    In July 2018 a formal request by a Bowral resident, under the Government Information (Public Access) Act 2009, was submitted to the NSW Government for access to a copy of the Gateway Deep Dive Review Report. The application was approved and information subsequently made public on 14 August 2018 at www.infrastructure.nsw.gov.au/accessing-information/public-disclosure/.

    The report and Council’s response to the review recommendations can now be shared as the report has been made public. Accordingly this is the subject of a Weekly Circular issued to Councillors.

    The Executive Summary of the Gateway Deep Dive Review Report records on page 4 that:

    “The Review Team believes that the project as currently scoped is a very well-considered and appropriate solution, has considerable merit and should be expedited. In this regard, the Council has modified the scope in certain respects from that documented in the Restart NSW Funding Deed in response to community concerns, to address changes in design standards or to implement enhancements developed during detailed design.”

    And concludes that:

    “Overall, the Review Team considers that the Station Street Upgrade Project continues to be competently managed by the Council and that both scope and design offer a scheme that is consistent with the community and economic outcomes set forth in the original application for funding. However, there are several important matters as identified above that have the potential to compromise successful delivery of the project. These need to be appropriately addressed by Council as a matter of priority.”

    UPDATE 5/9/18 - an error was found in the Gateway Deep Dive Review Report for Bowral Distributor Road (Stage 1 - Station Street Upgrade). A dash is missing on pages 4 and 19 of the report. The last sentence on each of these pages should say ‘removal of 2-4 (not 24) spaces on the service road…’

    WSC has requested that a note be made within the report and a letter added as an addendum in order to ensure that the correct information is publicly provided. It was also suggested that the Bowral resident who sought the information under the Government Information (Public Access) Act 2009 be informed.

    The fourth Community Update detailing progress on the proposed Station Street Upgrade project has been released. We are in the process of delivering these door to door and posting to property owners.

    Wingecarribee Shire Council considered changes for the proposed Station Street Upgrade on Wednesday 14 February 2018 following an extensive community engagement process and review of various design elements to determine future direction of the project.

    The following resolution was made:

    1. THAT Council endorses the proposed modifications for the Station Street Upgrade concept design from the exhibited design.
    2. THAT Council proceeds with construction of the proposed works in Kirkham Road as soon as possible.
    3. THAT Council proceeds with a tender to acquire mature trees to suit the proposed future design of the Station Street Upgrade.
    4. THAT following the finalisation of the detailed designs, based on the amended concept designs as per recommendation 1, Council proceeds to tender for construction of the Station Street Upgrade.
    5. THAT a report be provided to the Finance Committee confirming the updated funding strategy for the Station Street project.
    6. THAT Council make representations to its local Members of Parliament, State and Federal, seeking additional financial assistance to develop Stage 2 of the Station Street Upgrade project.

    On 14 February 2018 a report outlining a response to submissions will be tabled at a meeting of Wingecarribee Shire Council. The project team anticipates that a clear direction will be provided by Council and resolutions made at this meeting will be shared with the community shortly thereafter.

    Exhibition of the detailed concept designs for the long-awaited Station Street Upgrade in Bowral is drawing to a close. Share your thoughts about the proposed car parking changes, streetscape and road re-alignment by 3 October 2017.

    The concept designs are quite large and have many details to consider so we recommend:

    • a visit to the displays at Bowral Library or the Moss Vale Civic Centre to view large printed copies of the plan, artist’s impressions, aerial photo overlays and fact sheets
