Public Exhibition of Draft Codes and Procedures

This public exhibition has concluded and the opportunity to make submissions has closed. 

Wingecarribee Shire Council is seeking community feedback on documents pertaining to its code of conduct and meeting practice.

The community is invited to make submissions by 9am, Friday 24 May 2019 on a:

  • Draft Code of Conduct
  • Draft Procedures for the Administration of the Code of Conduct
  • Draft Code of Meeting Practice

Following the exhibition period these matters will be reported back to Council for final adoption. A summary of submissions made and any recommended changes will be included in the report.

    Councillors adopted new Code of Conduct, Procedures for the Administration of the Code of Conduct and Code of Meeting Practice documents on 12 June 2019. Together these documents detail minimum ethical and behavioural standards and how future meetings of Council will be conducted.

    The Code of Meeting Practice focuses on streamlining Council Meeting practices and making these more accessible to the public. One of the most notable changes is the introduction of webcasting.

    Audio Visual Live Streaming (webcasting) of our Council Meetings began on 26 June 2019. You can view this and future meetings via links provided at www.wsc.nsw.gov.au/council-meetings.

    The new Code of Conduct and Code of Meeting Practice documents are available on Council’s website at www.wsc.nsw.gov.au/policies.

  • Draft Code of Conduct and associated administration procedures on exhibition

    The Model Code of Conduct for Local Councils in NSW and Procedures for the Administration of the Code of Conduct for Local Councils in NSW were prescribed on 14 December 2018 by the NSW Government. The Model Code of Conduct is prescribed under section 440 of the Local Government Act 1993 (LGA) and the Local Government (General) Regulation 2005 (the Regulation).

    Councils must adopt a new Code of Conduct and Procedures within 6 months of prescription, (14 December 2018 – 14 June 2019). Councils’ existing adopted codes of conduct and procedures will remain in force until councils adopt a new code of conduct and procedures.

    Wingecarribee Shire Council is now publicly exhibiting a draft Code of Conduct and draft Procedures for the Administration of the Code of Conduct which are based on the Model Code and associated procedures.

    The draft documents have been placed on exhibition from 11 April 2019 with submissions to be received no later than 9am, Friday 24 May 2019.

    Wingecarribee Shire Council has placed a draft Code of Meeting Practice on public exhibition. The draft Code includes all mandatory provisions of the Model Meeting Code. It is also proposed that some of the non-mandatory provisions are included in Council’s draft Code along with best practice supplementary provisions.

    It is a statutory requirement that the Code of Meeting Practice be placed on public exhibition for a period of 28 days. Submissions can be received for a further 14 days at the conclusion of the formal exhibition period.

    The Draft Code of Meeting Practice has accordingly been placed on exhibition from 11 April 2019 with submissions to be received no later than 9am, Friday 24 May 2019.
