How has Council come up with this strategy?

    The draft strategy is underpinned by scenario testing of a number of possible future development growth, infrastructure changes and parking supply options tested in the Bowral Town Centre Traffic Microsimulation Model. This model was developed by High Range Analytics Pty Ltd. The brief and concept layouts for the project (tested in the microsimulation model) were prepared by Council’s Transportation Planning Engineer and the brief was approved by the NSW Roads and Traffic Authority (now Roads and Maritime Services).

    Funding was provided through Council approved S94 expenditure and a NSW Roads and Traffic Authority grant.

    The draft Bowral Parking, Traffic and Transport Strategy is seen as a key policy document that can make a positive impact on reducing green house gas emissions. The concepts of Travel Demand Management can be further enhanced should it be embraced by the community, to make further reductions in the production of green house gas emissions.

    What are the broader economic implications of the strategy?

    The Bowral Town Centre network, in its current state, has limited capacity to sustain significant additional development. The strategy has identified improvements that will increase system capacity within the means of current funding. To secure the long term prosperity of the Town Centre, a systematic programme of improvements has been identified that will create additional capacity and foster increased development throughout the town.

    What are the social and cultural opportunities associated with this strategy?

    The impact of parking and traffic on the Bowral Town Centre can have an adverse impact on the ability to fully realise the benefits of social interaction within the town centre. A sustainable approach to overall management of parking, traffic and transport within the town centre can alter human behaviour in the town centre and foster an environment where personal interaction is more highly valued than access to the town by vehicles.

    The strategy can be the catalyst to foster a change within the Bowral Town Centre. Opportunities can be pursued, should the community and Council desire, to reduce the reliance on access by individual vehicles, or create an environment where the interaction of people is facilitated.
