Consultation has concluded. Town Centre Master Plans for Bowral, Mittagong and Moss Vale were adopted by Council on 9 April 2014. They can be viewed at www.wsc.nsw.gov.au/town-centre-master-plans


Draft Plans available for Review

Council employed an Urban Designer in mid 2012 to prepare Master Plan documents for Mittagong, Moss Vale and Bowral town centres. Since then we've hosted this forum, held workshops in the three town centres and sought advice and feedback from a wide range of individuals and representative groups whilst developing draft plans.

We now have drafts of those plans available for comment by the community before we prepare final documents. We still want you to help us develop a shared vision and we want to know what you value or appreciate about our town centres in order to improve and build upon these aspects.

An online forum has been prepared and a library of associated information has been loaded on this website.

Council has now endorsed the Draft Plans for the next phase of community review, consideration and input.

On 11 September 2013 Wingecarribee Shire Council resolved to exhibit draft Town Centre Masterplans for Mittagong, Bowral and Moss Vale.

HOW TO VIEW THE MASTERPLANS: The draft Masterplans are on public exhibition for a period of 8 weeks from Wednesday 23 October to Friday 20 December 2013. The Masterplans and supporting documentation may be viewed:

  • In the 'library' of this website (see right hand column).
  • Via the ‘What’s on Exhibition’ page on Council’s website (www.wsc.nsw.gov.au)
  • At the Customer Service Centre, Wingecarribee Shire Council, Elizabeth Street, Moss Vale, during opening hours.
  • At Bowral Library during opening hours.
  • At Mittagong Library during opening hours.
  • At Moss Vale Library during opening hours.
  • Online with Issuu.com.

In addition, three Information Kiosks will be held from 2pm to 7pm on the following days at the following locations:

  • Monday 11 November 2013, Theatrette, Customer Service Centre, Wingecarribee Shire Council, Donkin Avenue, Moss Vale
  • Tuesday 12 November 2013,Mittagong CWA Building, Winifred West Park, Old Hume Highway, Mittagong.
  • Wednesday 13 November 2013, Henrietta Rose Room (opposite Bowral Library)

All three draft Masterplans will be available for view and discussion at every Kiosk and interested parties may call in at any time between 2pm and 7pm on the day of the Kiosk to view the Masterplans and speak with Council’s Urban Designer. No appointments are required.

HOW TO MAKE A SUBMISSION: You are invited to view the draft Masterplans and may make a submission in writing to Wingecarribee Shire Council. Submissions may be made by completing our online submission form, writing to Masterplan Submissions, WSC, PO Box 141, Moss Vale 2577 or email wscmail@wsc.nsw.gov.au.

Any information that you choose to provide to Council may be used by Council to review the draft Masterplans. Once lodged with Council the information you provide can be accessed by you and may also be available to third parties including other members of the public. The lodging of a submission is voluntary, however if you choose not to lodge a submission in writing, your views will not be taken into account by Council in relation to this matter.

Submissions should quote file 5602/9 (Moss Vale), 5602/16 (Bowral) or 5602/17 (Mittagong) and must be received by Council by 4.30pm on 20 December 2013. A report on the exhibition of the draft Masterplans will be submitted to Council as soon as practicable after that date, taking into account any submissions lodged in response to this notice.

Community input will assist in the further development of these plans.

    The Mittagong Master Plan Forum that was to be held this evening has been postponed due to low RSVP numbers. The deadline was Friday for RSVPs.
     
    Further publicity will be organised and the forum will now be held on 11 March 2013.
     
    The Bowral forum remains unchanged.

    Wingecarribee Shire Council is undertaking preliminary work to support the preparation of a series of town centre master plan documents for Moss Vale, Mittagong and Bowral. A community forum was held on 11 December 2012 for Moss Vale and forums have now been announced for Bowral and Mittagong.


    Mark Pepping, Strategic and Assets Manager said “While we have employed an Urban Designer to assist in the preparation of the master plans, one of the most important aspects will be the participation of residents and business people in setting a vision for the future of our three main town centres.

    “We are holding interactive forums in each area and the community is encouraged to attend these to provide guidance on how we can build on our most attractive features and move into the future with a clear vision” he said.

    The Masterplans will provide a long term vision and implementation framework for how the Town Centres of Moss Vale, Bowral and Mittagong can best serve the future of the Southern Highlands. These visionary documents will play a key supportive role in ensuring major town centres within the Southern Highlands are effectively enhanced and promoted.

    Residents and business people will have a number of opportunities to be involved in shaping the content of master plans as well as comment on draft documents once they are placed on public exhibition including:

    “The forums will be interactive and a bit of fun. We want people to creatively identify what they want to retain as well as discuss their aspirations for the future. If this means drawing a picture, discussing experiences elsewhere, bringing photos or writing a story then this will all assist us to understand where we are headed” Mr Pepping said.

    It is envisioned that the primary objectives set by the community will be to respect, protect and build on the area’s historic links, rural character and heritage to ensure the on-going vitality, economic robustness and amenity of each centre.

    An appreciative enquiry approach will be used at the forums to:

    • Discover the "best of what is"— identify and discuss what we like about our town centres and what we believe works well.
    • Dream "what might be” —look at examples we believe work well and make a positive contribution.
    • Design "what should be"— define and prioritise the elements that will benefit our town centres.
    • Create a Vision of "what will be"— participate in discussions proposing key initiatives.
