What is on exhibition?

    Our key annual Integrated Planning and Reporting documents are on exhibition. These documents are a sub-plan of the Delivery Program 2017-2021 and Council’s response to the Wingecarribee 2031 Community Strategic Plan.

    The Draft Operational Plan 2018/19 outlines the projects, programs and activities that Council is proposing to undertake throughout the 2018/19 financial year, in order to achieve our Delivery Program 2017-2021. The draft Plan includes Council’s annual Budget, Capital Works Program, Revenue Policy and Fees and Charges.

    These documents are on exhibition to invite community comment prior to being adopted by Council in June 2018.


    What is Wingecarribee 2031?

    Wingecarribee 2031 is a long-term Community Strategic Plan. It represents the vision, aspiration, goals, priorities and challenges for our community. The purpose of Wingecarribee 2031 is to:

    - describe the vision and goals the community has for this Shire

    - outline the strategies to achieve the vision and goals

    - provide long-term focus for decision making and resource allocation

    - provide a basis for measuring our progress

    - provide an opportunity for community participation in decision making

    - address social, economic, environmental and civic leadership issues.

    Wingecarribee 2031 was developed by the community and is maintained by Council. It is a ‘whole of community’ plan in which all levels of government, business, education institutions, community groups and individuals have an important role to play.

    Council’s Delivery Program and Operational Plan are our response to delivering Wingecarribee 2031.

    What are Council’s funding priorities for 2018/9?

    The proposed funding priorities for Council in the 2018/19 financial year are:

    -  Sewer Treatment Plant Upgrades

    -  Station Street Upgrade

    -  Kirkham Road Reconstruction

    -  Moss Vale Cemetery Masterplan and Bowral Cemetery improvement

    -  Council Apprentice, Trainee and Cadet Program

    Sewer Treatment Plant Upgrades

    Council is proposing to allocate approximately $62 million over three years to upgrade both Bowral and Moss Vale sewer treatment plants to meet Neutral or Beneficial (NorBE) compliance standards that Council is subject to because our treatment plants are within the Sydney Water Catchment. The proposed upgrades will improve protection of the Sydney Drinking Water Catchment, improve effluent quality and protection of the environment, and will allow Council to meet the level of service agreed with the community.

    Station Street Upgrade

    In February 2018, Council resolved to upgrade Station Street, Bowral and to provide additional parking in Kirkham Road. This was in response to the need to address the long term issue of traffic congestion in the Bowral CBD. The upgrades are estimated to cost approximately $15 million, and include road works, streetscape improvements, and undergrounding of power lines on Station Street.

    Kirkham Road Reconstruction

    Council has secured funding through the NSW State Government of approximately $1.43 million to contribute to the renewal of the northern section of Kirkham Road, Bowral. Council is now proposing to allocate approximately $3.34 million to undertake renewal works along the entire length of Kirkham Road. The total cost is estimated to be $4.47 million.

    Moss Vale and Bowral Cemeteries

    Council is proposing to allocate over $2.6 million to civil works as part of the Moss Vale Cemetery Masterplan. The Masterplan proposes renewal and upgrade of facilities beautification works of Moss Vale Cemetery, providing a long term solution for the Shire’s burial needs. A further $0.7 million is proposed for the expansion of Bowral Cemetery.

    Council Apprentice, Trainee and Cadet Program

    Council is proposing to create apprenticeship, traineeship and cadetship employment opportunities within Council. The proposed program is designed to provide sustainable employment opportunities for residents within the Shire, and will create a solid foundation of skills for future workforce planning. The proposed program will also proactively manage skills shortages in some professions in Council.

    What will happen to my feedback or submission?

    All feedback and submissions received will be considered and reported to Council in June 2018. If you make a formal submission you will receive a response from Council.
