Share on Facebook Share on Twitter Share on Linkedin Email this linkOn 16 March 2022 Council (Interim Administrator) resolved to proceed with a Planning Proposal to amend the Wingecarribee Local Environmental Plan (WLEP) 2010 to include 2, 4 & 6 Myrtle Street, Bowral, within the Bowral Conservation Area and create a new heritage item at 26 Elizabeth Street, Moss Vale. The Planning Proposal had previously been endorsed by the Wingecarribee Local Planning Panel on 2 March 2022.
The intent of the proposed changes to the WLEP 2010 is to protect items identified as being of heritage significance in Myrtle Street, Bowral, and Elizabeth Street, Moss Vale. The preparation of this Planning Proposal was precipitated by the publishing of two Interim Heritage Orders over 2 & 4 Myrtle Street, Bowral, and 26 Elizabeth Street, Moss Vale, on 19 November 2021.
On 23 May 2022 the NSW Department of Planning and Environment issued a Gateway Determination to progress the Planning Proposal to public exhibition. The Proposal is now exhibited in accordance with the Gateway requirements and submissions are sought from the community.
EXHIBITION DATES: The Planning Proposal is on public exhibition for a period of 31 days from Wednesday 8 June to Friday 8 July 2022, inclusive.

Planning Proposal - Re-exhibition Land at Welby Garden Centre PP-2021-3571
Share on Facebook Share on Twitter Share on Linkedin Email this linkOn 21 April 2021 the Interim Administrator resolved to proceed with a Planning Proposal to amend the Wingecarribee Local Environmental Plan (WLEP) 2010 to rezone land known as the Welby Garden Centre from R2 Low Density residential to B5 Business Development.
On 8 June 2021 the NSW Department of Planning, Industry & Environment issued a Gateway Determination to progress the Planning Proposal to public exhibition.
The Planning Proposal was placed on public exhibition from Wednesday 10 November to Friday 10 December 2021. No formal submissions were received.
During the exhibition period the Department advised Council that it was undertaking an Employment Zones Reform which would result in the replacement of the current Business and Industrial zones with a new suite of Employment zones, some of which would be an amalgamation of current zones into a new Employment zone. In the case of the Welby Garden Centre, the previously proposed B5 Business Development zone would become the E3 Productivity Support zone with objectives and a land use table more reflective of the current B7 Business Park zone rather than the B5 Business Development zone.
In view of this, and the fact that the subject land is surrounded by residential development, Council amended the Planning Proposal to utilise the provisions of Schedule 1 of WLEP 2010, rather than to rezone the land. Schedule 1 enables certain additional land uses to be permitted with consent on a site without changing the zoning of the land.
A report and an amended Planning Proposal were endorsed by the Interim Administrator on 16 March 2022, resulting in an amended Gateway as follows to enable those additional land uses sought:
To amend Schedule 1, Item 28 in the Wingecarribee Local Environmental Plan 2010 regarding the Welby Garden Centre site to include Lots 1, 2, 3, 8, 9 and 10, Section 6 DP 759070, Lot 1 DP 1006005 and Lot 2 DP 1019107, Old Hume Highway, Welby and add garden centre, community facility and light industry as additional permitted uses (in addition to the existing additional permitted uses of landscaping material supplies and plant nursery).
The amended Planning Proposal is now being exhibited in accordance with the Gateway requirements and submissions sought from the community.
EXHIBITION DATES: The Planning Proposal and supporting documentation is on public exhibition from Thursday 9 June 2022 to Monday 11 July 2022, inclusive.

Planning Proposal - Land at Willow Run Bong Bong Road Mittagong

The outcome of this Proposal would be the potential subdivision and residential development of the subject land. The remainder of the land will not be affected by this Proposal.
On 2 July 2021 the NSW Department of Planning, Industry & Environment issued a Gateway Determination to progress the Planning Proposal to public exhibition. The Proposal is now exhibited in accordance with the Gateway requirements and submissions sought from the community.
It is noted that a draft Development Control Plan for the subject land is also being exhibited and comment sought.

Planning Proposal to rezone land at Anembo Street Moss Vale and Retford Park West Bowral to RE1 Public Recreation

One property is at Retford Park West, Bowral (Lot 439 DP128107) and the second is at Anembo Street, Moss Vale (Lot 1266 DP1248764). In doing so, their current minimum lot size provision would be removed.

The property is owned by Wingecarribee Shire Council and Council formally resolved on 12 April 2017 to close this segment of Council road reserve to facilitate a request to extend the licenced area available to the Community Groups who currently have a licence to occupy the adjoining Council ‘Operational Land’.
Calwalla Glenquarry (File Reference 5901/78) On 26 August 2020 Council resolved to proceed with a Planning Proposal to amend the Wingecarribee Local Environmental Plan (WLEP) 2010 to reclassify land at 340 Sheepwash Road, Glenquarry (Lots 11-13 DP 1150964) from Community Land to Operational Land. Council resolved to acquire the land in December 2009 to establish a reclaimed water irrigation area as part of the Robertson Sewerage Scheme within the property.
On 27 January 2021 the NSW Department of Planning, Industry & Environment issued a Gateway Determination to progress both Planning Proposals to public exhibition. The Proposals are now exhibited in accordance with the Gateway requirements and submissions sought from the community.
EXHIBITION DATES: The Planning Proposals are on public exhibition for a period of 38 days from Wednesday 24 March to Friday 30 April 2021, inclusive.

50A Bulwer Road, Moss Vale - Planning Proposal to amend Wingecarribee Local Environmental Plan 2010 to amend the Zoning and Minimum Lot Size

On 28 July 2020, the NSWDPIE issued a Gateway Determination to progress a Planning Proposal to amend Wingecarribee Local Environmental Plan 2010 to amend the zoning and minimum lot size of 50A Bulwer Road, Moss Vale.
The intent of the proposed change to WLEP 2010 is to enable the subject land to subdivide into a total of three (3) lots and be able to build a dwelling on each lot.
The Proposal is now exhibited in accordance with the Gateway requirements and submissions sought from the community.

In accordance with section 356 of the Local Government Act 1993 and Council resolution MN 31/21, notice is hereby given that Wingecarribee Shire Council is proposing to grant the Applicant for Development Consent 19/1439.01 Information and Education Facility / Function Centre, Fairground Follies 93-95 Kirkham Road, Bowral financial assistance in the form of a donation for the amount of $35,082.17 towards the Development Services Plan charges as levied under condition 14 of Development Consent 19/1439.01.
All interested persons are hereby invited to make submissions concerning the proposal to the General Manager, Wingecarribee Shire Council, within twenty eight (28) days of the date of this advertisement.
