    NOTICE OF PUBLIC EXHIBITION OF A PLANNING PROPOSAL TO AMEND WINGECARRIBEE LOCAL ENVIRONMENTAL PLAN 2010

    TO INSERT PROVISIONS FOR SECONDARY DWELLING PROVISIONS IN THE RURAL ZONES

    On 10 March 2021 Council resolved to proceed with a Planning Proposal as described above. The effect of the proposed change to WLEP 2010 would be to include provisions for the size and location of secondary dwellings in the rural zones. It is noted that these draft provisions are unchanged from those previously in force under WLEP and the DCPs. On 22 April 2021 the NSW Department of Planning, Industry & Environment issued a Gateway Determination to progress the Planning Proposal to public exhibition. The Proposal is now exhibited in accordance with the Gateway requirements and submissions sought from the community.


    EXHIBITION DATES: The Planning Proposal is on public exhibition for a period of 30 days from Wednesday 9 June to Friday 9 July 2021

    On 22 July 2020 Council resolved to proceed with a Planning Proposal as described above. It is noted that not all of the land known as Centennial Winery is proposed to be rezoned. On 8 March 2021 the NSW Department of Planning, Industry & Environment issued a Gateway Determination to progress the Planning Proposal to public exhibition. The Proposal is now exhibited in accordance with the Gateway requirements and submissions sought from the community.

  • Planning proposals to reclassify land at 7-11 Burgess Street, Bundanoon and Calwalla, 340 Sheepwash Rd, Glenquarry

    7-11 Burgess Street Bundanoon (File Reference 5901/75) On 10 June 2020 Council resolved to proceed with a Planning Proposal to amend the Wingecarribee Local Environmental Plan (WLEP) 2010 to reclassify Lot 1 DP 1246504, part 7-11 Burgess Street Bundanoon, from Community to Operational. The property is owned by Wingecarribee Shire Council and Council formally resolved on 12 April 2017 to close this segment of Council road reserve to facilitate a request to extend the licenced area available to the Community Groups who currently have a licence to occupy the adjoining Council ‘Operational Land’.

    Calwalla Glenquarry (File Reference 5901/78) On 26 August 2020 Council resolved to proceed with a Planning Proposal to amend the Wingecarribee Local Environmental Plan (WLEP) 2010 to reclassify land at 340 Sheepwash Road, Glenquarry (Lots 11-13 DP 1150964) from Community Land to Operational Land. Council resolved to acquire the land in December 2009 to establish a reclaimed water irrigation area as part of the Robertson Sewerage Scheme within the property.

    On 27 January 2021 the NSW Department of Planning, Industry & Environment issued a Gateway Determination to progress both Planning Proposals to public exhibition. The Proposals are now exhibited in accordance with the Gateway requirements and submissions sought from the community.

    EXHIBITION DATES: The Planning Proposals are on public exhibition for a period of 38 days from Wednesday 24 March to Friday 30 April 2021, inclusive.

  • 50A Bulwer Road, Moss Vale - Planning Proposal to amend Wingecarribee Local Environmental Plan 2010 to amend the Zoning and Minimum Lot Size

    On 10 Jun 2020, Council resolved to proceed with the Planning proposal as described above and submit the same to the NSW Department of Planning, Industry and Environment (NSWDPIE) for a Gateway Determination to rezone 50A Bulwer Road, Moss Vale, currently zoned RU2 Rural Landscape, to E4 Environmental Living and apply a minimum lot size of 2 Hectares.

    On 28 July 2020, the NSWDPIE issued a Gateway Determination to progress a Planning Proposal to amend Wingecarribee Local Environmental Plan 2010 to amend the zoning and minimum lot size of 50A Bulwer Road, Moss Vale.

    The intent of the proposed change to WLEP 2010 is to enable the subject land to subdivide into a total of three (3) lots and be able to build a dwelling on each lot.

    The Proposal is now exhibited in accordance with the Gateway requirements and submissions sought from the community.

    EXHIBITION DATES: The Planning Proposal is on public exhibition for a period of 30 days from Wednesday 24 March to Friday 23 April 2021, inclusive.

    In accordance with section 356 of the Local Government Act 1993 and Council resolution MN 31/21, notice is hereby given that Wingecarribee Shire Council is proposing to grant the Applicant for Development Consent 19/1439.01 Information and Education Facility / Function Centre, Fairground Follies 93-95 Kirkham Road, Bowral financial assistance in the form of a donation for the amount of $35,082.17 towards the Development Services Plan charges as levied under condition 14 of Development Consent 19/1439.01.

    All interested persons are hereby invited to make submissions concerning the proposal to the General Manager, Wingecarribee Shire Council, within twenty eight (28) days of the date of this advertisement. Please note that under the provisions of the Government Information (Public Access) Act 2009, such submissions may be made available on request to third parties.

    Once the public notice period is completed, Wingecarribee Shire Council will consider all duly made submissions before deciding whether to proceed with the proposal to grant financial assistance.

  • Re-exhibition of Local Strategic Planning Statement and Local Housing Strategy

    On 24 June 2020, Council adopted the Wingecarribee Local Strategic Planning Statement (LSPS) and the Local Housing Strategy (LHS). Subsequently a Notice of Motion was put forward in an ordinary Council meeting on 12 August 2020, to review the two strategies particularly in relation to the new living areas in Colo Vale. Further, another Notice of Motion was put forward in an ordinary Council meeting on 9 December 2020, to consult with the Robertson community in regards to the removal of the North Eastern Land Release Area in Robertson.

    The LSPS and the LHS have now been reviewed again to remove the North Eastern Land Release Area in Robertson, and are on exhibition for a period of six (6) weeks commencing on 8 February 2021.

    The strategies provide a 20 year land use vision for Wingecarribee Shire, and a planning framework to meet the economic, housing, social and environmental needs of the community.

    EXHIBITION DATES: Six (6) weeks from Monday 8 February to Friday 19 March 2021, inclusive.

  • Bowral Development Control Plan Amendments - Conservation Precincts including Aitken Road

    On 25 November 2020 Council resolved to place on public exhibition proposed amendments to the Bowral Township Development Control Plan (DCP). The purpose of the amendments is to include the newly established Aitken Road Conservation Area within the existing Conservation Precinct controls in the DCP and to make an addition and some minor amendments to the existing controls.

    CURRENT STATUS: On 10 March 2021, Council considered a report on the results of the public exhibition of the draft amendments to the Bowral DCP and adopted the amendments as proposed. The amended Bowral DCP came into force on 17 March 2021.

    EXHIBITION DATES: The draft amendments are on public exhibition from Wednesday 2 December 2020 to Friday 5 February 2021, inclusive.

  • RE-EXHIBITION: Planning Proposal for 'Rochester Park', Bundanoon

    On 14 August 2019 Council resolved to proceed with a Planning Proposal to amend the Wingecarribee Local Environmental Plan (WLEP) 2010 by adding land at 102-104 Old Wingello Road, Bundanoon, (Lot 32 DP 1205423) as a new heritage item and increasing the applicable minimum lot size controls. The intent of the proposed change to WLEP 2010 is to recognise the heritage significance of the property known as ‘Rochester Park’ by adding it to the list of heritage items in Schedule 5 of the WLEP 2010 and to prevent further subdivision of the site by increasing the minimum lot size from 700m2 to 1 hectare.

    On 17 September 2020 the NSW Department of Planning, Industry & Environment issued a Gateway Determination to progress the Planning Proposal to public exhibition. The Planning Proposal was exhibited in October and November 2020 but following discovery of an omission from the exhibited version of the Planning Proposal, it is being re-exhibited in accordance with the Gateway requirements and submissions are again sought from the community.

    CURRENT STATUS: On 4 June 2021, Amendment No. 58 to the WLEP 2010 was published on the NSW Legislation website. Amendment No. 58 effects the aims of the Planning Proposal to heritage list the site and change the minimum lot size. These changes are not in effect. The Amendment, as published, may be downloaded from the NSW Legislation website at https://legislation.nsw.gov.au/view/pdf/asmade/epi-2021-267.

    EXHIBITION DATES: The Planning Proposal was on public re-exhibition for a period of 41 days (excluding the Christmas and New Year holiday period) from Wednesday 18 November 2020 to Wednesday 20 January 2021, inclusive.

    A report on the results of the public re-exhibition of the Local Housing Strategy and Local Strategic Planning Statement will be prepared for Council's consideration and adoption in the first quarter of 2021.

    PUBLIC EXHIBITION INFORMATION

    On 24 June 2020, Council adopted the Wingecarribee Local Strategic Planning Statement (LSPS) and the Local Housing Strategy (LHS).     On 12 August 2020 Council resolved to proceed with a Planning Proposal to amend the Wingecarribee Local Environmental Plan (WLEP) 2010 by adding land at 32 Kangaloon Road, Bowral, (Lot 40 DP 862808) as a new heritage item and extending the adjacent Bowral Heritage Conservation Area. The intent of the proposed change to WLEP 2010 is to recognise the heritage significance of the property known as ‘Yarrabin’ by adding it to the list of heritage items in Schedule 5 of the WLEP 2010 and extending the eastern boundary of Bowral Conservation Area to include this property.

    On 09 october 2020 the NSW Department of Planning, Industry & Environment issued a Gateway Determination to progress the Planning Proposal to public exhibition. The Proposal is now exhibited in accordance with the Gateway requirements and submissions sought from the community.

    EXHIBITION DATES: The Planning Proposal is on public exhibition for a period of 32 days from Thursday 22 October to Monday 23 November 2020, inclusive.
