  • Bowral Development Control Plan Amendments - Conservation Precincts including Aitken Road

    On 25 November 2020 Council resolved to place on public exhibition proposed amendments to the Bowral Township Development Control Plan (DCP). The purpose of the amendments is to include the newly established Aitken Road Conservation Area within the existing Conservation Precinct controls in the DCP and to make an addition and some minor amendments to the existing controls.

    EXHIBITION DATES: The draft amendments are on public exhibition from Wednesday 2 December 2020 to Friday 5 February 2021, inclusive.

    LEARN MORE: The proposed Bowral Township DCP amendments and supporting information may be viewed in the Document Library. A hard copy of the documents can also be viewed at Council’s Customer Service Counter at the Civic Centre, 68 Elizabeth Street, Moss Vale, between 9am and 4pm Monday to Friday during the exhibition period (except during the holiday shut down period from 12pm 24 December to 9am 4 January 2021). The documents can also be viewed at the Bowral Central Library, 16-24 Bendooley Street, Bowral, during opening hours.

  • RE-EXHIBITION: Planning Proposal for 'Rochester Park', Bundanoon

    On 14 August 2019 Council resolved to proceed with a Planning Proposal to amend the Wingecarribee Local Environmental Plan (WLEP) 2010 by adding land at 102-104 Old Wingello Road, Bundanoon, (Lot 32 DP 1205423) as a new heritage item and increasing the applicable minimum lot size controls. The intent of the proposed change to WLEP 2010 is to recognise the heritage significance of the property known as ‘Rochester Park’ by adding it to the list of heritage items in Schedule 5 of the WLEP 2010 and to prevent further subdivision of the site by increasing the minimum lot size from 700m2 to 1 hectare.

    On 17 September 2020 the NSW Department of Planning, Industry & Environment issued a Gateway Determination to progress the Planning Proposal to public exhibition. The Planning Proposal was exhibited in October and November 2020 but following discovery of an omission from the exhibited version of the Planning Proposal, it is being re-exhibited in accordance with the Gateway requirements and submissions are again sought from the community.

    EXHIBITION DATES: The Planning Proposal is on public re-exhibition for a period of 41 days (excluding the Christmas and New Year holiday period) from Wednesday 18 November 2020 to Wednesday 20 January 2021, inclusive.

All submissions previously received will be regarded as a submission to this exhibition. However, persons who made a submission to the previous public exhibition are welcome to re-submit a submission or lodge a new submission to this exhibition.

    Only written submissions can be considered and, although they may be viewed by a third party, they are redacted beforehand (i.e. all identifying features removed).

    All submissions must be received by Council before 4.30pm on Wednesday 20 January 2021 and quote file reference 5901/69.

    It is noted that Wingecarribee Shire Council is not authorised to exercise the functions of the Minister for Planning under section 3.36 of the Environmental Planning & Assessment Act 1979 with regard to this Planning Proposal.

    CURRENT STATUS

    A report on the results of the public re-exhibition of the Local Housing Strategy and Local Strategic Planning Statement will be prepared for Council's consideration and adoption in the first quarter of 2021.

    PUBLIC EXHIBITION INFORMATION

    On 24 June 2020, Council adopted the Wingecarribee Local Strategic Planning Statement (LSPS) and the Local Housing Strategy (LHS). Subsequently a Notice of Motion was put forward in an ordinary Council meeting on 12 August 2020, to review the two strategies particularly in relation to the new living areas in Colo Vale.

    The LSPS and the LHS have now been reviewed to remove the Wensleydale property and include the two sites within Colo Vale, identified from the exhibition between March and May 2020 into the Local Housing Strategy and Local Strategic Planning Statement, and are on exhibition for a period of six (6) weeks.

    The strategies provide a 20 year land use vision for Wingecarribee Shire, and a planning framework to meet the economic, housing, social and environmental needs of the community.

    EXHIBITION DATES: Six (6) weeks from Wednesday 14 October to Friday 27 November 2020, inclusive.

    Three sessions have been arranged to provide the opportunity to view the plans and ask questions in-person.

    Due to COVID restrictions by NSW Health, the capacity of the venues are limited. Please register for your session in advance and provide correct contact details.     CURRENT STATUS

    A report on the results of the public exhibition of the Yarrabin Heritage Planning Proposal will be prepared for Council's consideration and adoption in early 2021.

    PUBLIC EXHIBITION INFORMATION

    On 12 August 2020 Council resolved to proceed with a Planning Proposal to amend the Wingecarribee Local Environmental Plan (WLEP) 2010 by adding land at 32 Kangaloon Road, Bowral, (Lot 40 DP 862808) as a new heritage item and extending the adjacent Bowral Heritage Conservation Area. The intent of the proposed change to WLEP 2010 is to recognise the heritage significance of the property known as ‘Yarrabin’ by adding it to the list of heritage items in Schedule 5 of the WLEP 2010 and extending the eastern boundary of Bowral Conservation Area to include this property.

    On 09 october 2020 the NSW Department of Planning, Industry & Environment issued a Gateway Determination to progress the Planning Proposal to public exhibition. The Proposal is now exhibited in accordance with the Gateway requirements and submissions sought from the community.

    EXHIBITION DATES: The Planning Proposal is on public exhibition for a period of 32 days from Thursday 22 October to Monday 23 November 2020, inclusive.

    CURRENT STATUS

    A report on the results of the public exhibition of the draft Engineering Standards Development Control Plan amendments are to be considered by Council on 9 December 2020. The report can be accessed from 4 December from here.

    PUBLIC EXHIBITION INFORMATION

    Council resolved on 9th September 2020 to exhibit the draft Development Control Plan (DCP) with regard to Engineering Specification.

    The purpose of these draft amendments is to remove the reference of the engineering requirements and specifications from the DCPs. The DCPs are supported by a set of Engineering Specifications, which set out specific design and construction standards for all infrastructure to be delivered by Council and / or the development industry within the Shire.

    The draft provisions are on public exhibition from Monday 28 September to Wednesday 26 October 2020.

    Relevant documentation (digital) may be viewed in the documents section for this website as well as a hard copy at Council’s Customer Service Centre in the Civic Centre Elizabeth Street, Moss Vale, during opening hours.

    You are invited to inspect the draft Development Control Plan Amendments _ Engineering Specifications and may make a submission online or as outlined in right column. A submission objecting to any provisions must clearly state the reasons for objection. Submissions should quote file 5700.

    CURRENT STATUS

    The signage and outdoor advertising amendments were adopted by Council on 28 October 2020. The Agenda of that Council meeting that contains the report considered by Council can be found here and the Minutes of the meeting which contains Council's resolution can be found here. A copy of the consolidated amendments can be found in the document library and can also be downloaded here. The amendments will come into force on a future date to be notified.

    PUBLIC EXHIBITION INFORMATION

    Council resolved on 26 August 2020 to exhibit draft development control plan provisions with regard to signage and outdoor advertising.

    The purpose of these draft amendments is to provide new controls for digital advertising, as well as update current provisions to ensure that they are consistent with the Exempt and Complying State Environmental Planning Policy (SEPP) and SEPP64 which addresses signage and outdoor advertising.

    The draft provisions are on public exhibition from Wednesday 1 September to Wednesday 30 September 2020.

    Relevant documentation may be viewed in the documents section as well as at Council’s Customer Service Centre in the Civic Centre Elizabeth Street, Moss Vale, during opening hours.
