Bowral and the Southern Highlands has grown in popularity over the past 20 years, with more people wanting to easily move through and around Bowral to access the thriving town centre. After significant studies, an upgrade of Station Street was identified as the best solution to manage this growth.

A final design for the Station Street Upgrade has been confirmed. This updated design has been developed from a wide range of inputs including community and business feedback, expert technical opinion, stakeholder requirements and other construction and safety considerations.

Information about previous consultations undertaken on the Station St Upgrade has been archived and can be viewed at www.yoursaywingecarribee.com.au/ssu1.

Most of the design exhibited in 2017 has been retained however requests for retention of the camellias at Bowral Station, concern about the avenue of Pin Oaks, stakeholder requirements and other construction and safety considerations have informed adjustments made at the northern end of Station Street. A slip lane has been removed from the roundabout at Bong Bong Street and traffic between the avenue of Pin Oaks maintained in two travel lanes.

Given those considerations, the confirmed Station Street Upgrade design improves the section of Station Street between Bundaroo and Bowral streets including:

  • two lanes in each direction between Bong Bong and Bowral Streets,
  • new service road between Banyette and Bowral Streets,
  • improved streetscaping along Station Street including 100 trees and attractive underplantings – enabled by undergrounding of power lines,
  • new kerbs, footpaths and lighting,
  • new roundabouts at Bong Bong Street and Bowral Street,
  • traffic lights at Boolwey Street to aid pedestrian access, and
  • upgrade to the carpark at Bowral Station.

Utilities will also be upgraded during the project, including undergrounding of powerlines, a significant benefit to future-proofing infrastructure and improving visual amenity along Station Street.

Businesses, residents and the community will benefit from the improvements to amenity, accessibility and traffic flows in and around the Bowral Town Centre, increasing parking spaces, enhancing streetscapes and improving pedestrian safety and public transport connections.

The upgrade is in line with Council’s plans for the shire as outlined in Wingecarribee 2031, Wingecarribee Local Planning Strategy 2015 to 2031 and Bowral Parking Traffic and Transport Strategy.

Project Funding

Station Street Upgrade is funded by Wingecarribee Shire Council, local developer infrastructure contributions and an Infrastructure NSW grant as part of the Restart NSW Illawarra Infrastructure Plan.

Construction

Construction will start in 2021 once a constructor has been appointed. Council will work especially closely with impacted businesses to ensure their needs are considered during construction.

    Interim Administrator, Mr Viv May, resolved at the 12 May 2021 Council Meeting that Wingecarribee Shire Council no longer proceed with the Station Street Upgrade Project.

    There were a number of resolutions made relating to the project.

    Final concept designs for the upgrade of Station Street in Bowral have been issued following endorsement from Council.

    Council green lit the plans in March to upgrade a section of the road between Bundaroo and Bowral Streets to improve traffic flow in and around the town centre.

    Council’s Acting General Manager Barry Paull said on completion the project would provide long-lasting benefits to the Shire’s most populous town.

    “For more than twenty years the Southern Highlands and its towns and villages have grown in popularity as more people discover what a great place it is to live, visit and do business,” he said. “Bowral in particular has experienced significant growth.”

    “But this popularity has placed additional demands on our existing infrastructure including transport network.”

    Following extensive studies prepared for the Bowral Parking Traffic and Transport Strategy, an upgrade of Station Street was identified as the best solution to manage these increasing demands.

    Mr Paull explained that the upgrade of Station Street would deliver numerous long-term benefits to the Shire and address several goals outlined in the Shire’s long-term Community Strategic Plan, Wingecarribee 2031.

    “Easing traffic congestion in and around Bowral is the primary objective of the upgrade,” he said. “But the project will also provide safer pedestrian access, better public transport connections, more carparking options and encourage and improve shopping in and around the town.”

    Mr Paull said Council was in the process of surveying businesses along the project route to minimise disruption.

    “Local businesses will be one of the biggest beneficiaries of this project so it’s important we understand their needs,” he said. “In the coming days we’ll be sending them a questionnaire to add to the data we’ve previously collected about their requirements and how we can work together to minimise construction impacts.”

    “We also want to let them know that we’ll be relocating many of the utilities underground, enhancing the streetscape and planting more than 100 advanced trees along the project route.

    “This extensive landscaping promises to transform the entire route of Station Street into one of the Shire’s premier thoroughfares.”

    “At the same time, we want to assure everyone of our plans to renew the avenue of Pin Oaks at the northern entrance of Station Street ensuring the trees will continue to greet residents and visitors to Bowral for years to come,” Mr Paull added.

    As part of the upgrade two lanes will be constructed for traffic in both directions between Bong Bong and Bowral Streets and a new service road will also be built between Banyette and Bowral Streets.

    Funding for the Station Street Upgrade Project has been provided by the State Government’s Restart NSW Illawarra Infrastructure Fund, local infrastructure contributions and Wingecarribee Shire Council.

    Council considered a report on Wednesday 25 March 2020 which provided an update on the Station Street Upgrade project and to present the outstanding matters requiring approval to progress the works to tender phase.
