  Wingecarribee Shire Council invites the community to attend a public meeting about the Station Street Upgrade.

  The meeting will be held on 20 September 2017 from 7pm to 8.30pm in the St Jude's Anglican Church Auditorium at 38 Bendooley Street in Bowral (opposite Bowral Public School).

  NOTE: Venue has changed from the Henrietta Rose Room.

  We propose commencing with a short presentation of the Station Street upgrade by Wingecarribee Shire Council followed by open discussion with attendees.

• Shopfront open to display large scale plans

  Council has leased a shopfront at 31A Station Street in order to provide an opportunity for the community to view large scale plans and ask questions.

  Pop in to learn more. We will be there:

  Detailed concept designs for the long-awaited Station Street Upgrade in Bowral are on public exhibition from 16 August to 18 September 2017.

  
  

  The concept plans detail the overall design of the proposed $9.5 million project including road realignments, changes to parking and streetscape improvements.

  
  

  As part of the exhibition residents can take a virtual tour of the project via an animated ‘drive through’ video. The video joins a suite of documents including fact sheets, maps and artist’s impressions prepared to help explain the design.

• Road pavement testing

  Wingecarribee Shire Council wishes to advise that road pavement testing will be carried out on Station Street and Kirkham Road in Bowral starting on the evening of Wednesday 8 March 2017.

  
  

  The testing will involve a Falling Weight Deflectometer assessment and Pavement Coring examinations.

  Both tests will be carried out on behalf of specialist road design consultants Cardno.

  
  

  In brief, these tests are conducted to evaluate the condition of the undersurface of the road. These tests will be carried out on both the traffic and parking lanes.

  
  

  The falling Weight Deflectometer testing is carried out by a machine towed on the rear of a regular utility vehicle. The testing is done by transferring weight onto the road to simulate real-life heavy loads.

  Pavement Coring involves taking multiple drill samples of the road sub-surface.

  
  

  Together these two tests give an overall indication of the physical condition of the undersurface of the pavement and help determine the life expectancy of the road.

  
  

  Weather permitting these two tests will be undertaken on Wednesday 8 and Thursday 9 March between the hours of 7.00pm and 6.00am.

  
  

  As both of these tests can be undertaken under traffic control, there will be no need for any road closures. These tests do however require frequent stopping and starting of the machinery so minor delays to local traffic are expected.

  
  

  Motorists are reminded to heed the directions of the onsite traffic controllers and be aware of the temporary change to the work zone speed limits.

  
  

  Council thanks motorists in advance for their cooperation and apologises for any temporary delays or inconvenience.

• Property owner and business operator survey underway

  Independent contractors have been engaged to conduct surveys with property owners and business operators in the Stage 1 area. They spent two days visiting properties in Station Street recently and an online survey can be completed by anyone who was missed in this area.

  Further surveys will be prepared specifically for Stage 2 properties and then the wider community.

  The information gathered will be passed onto the design team and also be used when planning construction.

• Geotechnical investigations underway

  Essential geotechnical investigations to inform the detailed design are underway on Station Street and Railway Parade, including the vacant land which links to Moss Vale Road.

  Geotechnical investigations involve drilling small diameter holes to confirm underground rock types and ground conditions. The information collected will be used to produce a geological profile of the area. We will also carry out a contamination assessment as part of the geotechnical investigations. If contaminated material is found, we will identify the material and remove it in accordance with strict environmental controls.

  The work will take place between 7am and 6pm Monday to Friday and 8am to 1pm on Saturdays, and will take 2 weeks to complete, weather permitting. There will be no work on Sundays or public holidays.

  Measures will be undertaken to mitigate impacts on local businesses and residents. Property owners will be contacted if drilling is required on their land.

  A temporary worksite with safety barriers will be set up to securely contain the drilling equipment. At the completion of work, the site will be restored to its original condition.

  Consultants will also be commencing work on assessments to help determine operational and construction noise effects of the project. This will involve the establishment of monitoring equipment to collect data which will then be assessed against Roads & Maritime Services and Environmental Protection Authority guidelines.

• Community update issued

  A covering letter and Community Update were posted today to owners of properties within a 200m radius of Station Street, Kirkham Road and Railway Parade.

  Challenge Southern Highlands will also be delivering copies of the Community Update throughout the main town centre to ensure that tenants also receive information.

• Initial survey works about to commence

  The first phase of the project involves detailed ground surveys for properties along Railway Parade, Station Street (from Bundaroo Street to Funston Street) and Kirkham Road (from Oxleys Hill Road to Sherwood Avenue). To undertake this work there will be surveyors in the area collecting information about ground levels and underground services. This will allow the development of detailed ground models for the design of the project.

  The surveyors may require access to a portion of properties adjacent to the works to collect information. Any potential impacts on properties will not be known until detailed design of the project is carried out and then affected property owners will be notified on a case by case basis.

  Property owners and occupiers within the affected areas will receive a letter from Council notifying them of the survey work. The surveyors will carry identification and will not require access within any buildings.
