About the project...

Following extensive community consultation, in 2012 Council adopted the Bowral Parking, Traffic and Transport Strategy which outlined a major upgrade of Station Street to address the long term issue of traffic congestion within the town centre.

Council is embarking on the upgrade of Station Street to include:

  • two lanes in each direction (between Bundaroo Street and Bowral Street)
  • new roundabouts at Bong Bong Street and Bowral Street
  • improved parking facilities and access to town centre businesses

Council is also planning to develop parking and pedestrian facilities in Kirkham Road in order to provide replacement parking during construction, as well as new parking areas for the town centre and near the train station after work is completed.

The design of a future link between Bowral Street and Links Road via Railway Parade is also planned but funding is required and so a date for construction of this component has not been determined.

    I run an Airbnb Accommodation in Bowral CBD. Could you tell me if you are planning on using night work to complete the project as this will obviously impact not only mine but all Airbnb accommodation providers in the CBD district.

    Thanks for your question.

    We’re currently finalising the construction tender and until contractors have been engaged, we're unable to confirm work hours. However, Council anticipates that some construction work will occur at night, in particular, road sealing to reduce the impact on traffic.

    Why are trees going to be ldestroyed simply to funnel more traffic from one lane into two lanes and then back into one lane ? The video is a total fantasy. Large mature trees grace the roadway and lush greenery fills all the back ground. The video does not show how it will really be. Meanwhile exisiting roads in the shire are a seriers of filled potholes joined together.

    The video was prepared to provide people with an idea of how the traffic would flow and what the street would look like in the future with established trees in place and underplantings and hedging added. Trees of an advanced size would be planted to help achieve an attractive streetscape within a relatively short period of time. Council is intending to purchase the trees in the near future, ahead of the works, to ensure that there is a supply of larger trees available to provide immediate landscaping impact.

    The provision of two lanes allows for continued on-street parking to be provided until such time as traffic volumes warrant removal or limited hours. Two lanes at key turning locations allow the traffic travelling through to do so without hindrance. The areas outside the site of the proposed works have less turning movements, which slows the traffic flow, and therefore single lanes provide sufficient capacity.

    Stage 2 of the project would see an extension of the road from Bowral Street, behind the Eastbrooke Medical Centre, along Railway Parade and out to the junction of Links Road and Moss Vale Road and so splitting the traffic flows at the southern end of Bowral.

    The other aspect to consider with this design is the improved safety for pedestrians offered in the southern portion of the design by providing parking on the same side as businesses and moving the road out through unused land along the railway corridor.

    The road surface of Station Street would be greatly improved as part of the work, especially the section opposite the railway station from Wingecarribee Street to Bundaroo Street.

    Wouldn't it be a good idea to put an UNDERPASS of the railway at the Bowral Street signalised level crossing of railway line for light traffic, it would free up the bottleneck at the bridge at Wingecarribee Street.

    Thanks for the suggestion. Underpasses along railway lines are usually located where the rail line is in-fill, i.e. above the surrounding ground level. At Bowral Street the rail line is essentially at grade, i.e. relatively level to the surrounding ground. So there is a challenge in bringing the entry and exit to the underpass back up to the road level and providing access to the surrounding properties which would then have an excavation in front of them.

    Then there are associated challenges with the underpass being lower than the surrounding ground such as requiring a pump system to provide drainage, without even considering when there is a large (1 in 100 year) flood of Mittagong Creek where Kirkham Road potentially floods and the associated risk for people using the underpass.

    From 2 lanes into one, will there be a bottle-neck at either end, other than that it looks great.

    Hi David, thanks for the comment. 

    The engineers have advised that we don't need capacity in areas where there aren't many turning movements. It's the turning movements which slow and stop traffic. There are less turning movements out of the middle of town so therefore the single lanes will have sufficient capacity.

    So...........are the pictures correct ? if so then you plan is to have people/cars parking and reversing out across the new station street lanes causing absolute chaos and traffic jam? We all know their is a major issue already with driving skills in the highlands. In addition, is you plan to have these 1 (or even 2) hour parking so you can raise more revenue on parking fines Are you going for what you think looks nice or works now an in 20 years or will I and everyone else be paying again and again with your CPI+ rate increases?

    Hi there, 

    I think you are referring to the image showing vehicles parked between the old Pin Oaks alongside Memorial Park. If so please note that the existing roadway will be converted to a carpark and the road will divert around the Pin Oaks on the railway side. The new car park will not require vehicles to reverse into a busy road.

    Additional all day parking will be provided in Kirkham Road, both north and south of the railway station.

    Council has secured $9.5 million for the project - $7.5 million from Infrastructure NSW Restart Illawarra Fund and $2 million from Section 94 developer contributions.

    Is it planned to increase parking spaces at the train station. Currently, there is not enough spaces for shop owners, staff, visitors and train passengers in this space.

    Hi Marty,

    Yes there will be increased all day parking spaces provided in Kirkham Road. These will be constructed before any car spaces are removed whilst construction work is underway in Station Street.

    Angled parking will be added on the western side of Kirkham Road opposite the train station. And parallel parking spaces will be added on both sides of the road from Wingecarribee Street bridge right down to the signalised level crossing for pedestrians at the southern end of Kirkham Road.

    A footpath and improved lighting will also be installed in Kirkham Road to assist all day parkers.

    There are so many aspects to be considered with the Station Street Upgrade. Thanks for asking this question - we will add an FAQ about it and prepare a fact sheet to explain logistics a little further.

    can we please have a red arrow at the traffic lights crossing from the corner of Wingecarribee street & station street over the train line bridge into Kirkham road.With the upgraded bypass and general traffic traffic increase combined, it makes it nearly impossible to cross over the bridge without running a red light. I witnessed two lots of mothers with children running red lights in front of trucks. This is a disaster waiting to happen and needs to be addressed. Even the police struggle to get across this section of road. Please look at this as a mater of urgency.

    Thanks for passing on your suggestion. We understand that Roads and Maritime Services have been asked to consider the introduction of a right hand turn at this location in the last few months. Staff are waiting to hear whether a decision was made. Will let you know as soon as we do.

    There are some beautiful old trees lining Station st down the Bundaroo, merrigang street end, will these be left intact , a lot of people I have spoken to will be against this project if they are to be removed

    We understand the community’s appreciation of the Pin Oaks near War Memorial Park. Amenity and landscaping are key considerations in the development of the Station Street Upgrade and the design will also be guided by Council’s Street Tree Master Plan.

    Investigations and environmental studies are underway to inform the detailed design and are yet to be completed.  Early advice is that there may be the need to remove some trees as a result of the road widening or re-alignment and if trees are assessed as being in poor health and a potential safety risk.

    Until the investigations and environmental studies are complete we are unable to confirm which trees may need to be removed.  

    Consultation will be undertaken on the outcome of the investigations and studies once completed, including seeking input from the community on the landscape design.
