Consultation has concluded

On 20 April 2022, Council resolved to exhibit a draft Financial Reserves Policy.

The draft Financial Reserves Policy has been created to provide an overview of the proposed cash reserves and how the funds within those proposed reserves are to be allocated when developing Council’s budget and long-term financial plan. The proposed Policy also proposes a minimum unrestricted working capital position of $5,000,000.

In preparing the draft Financial Reserves Policy, the reserves have been categorised as follows:

  • Externally restricted cash reserves
  • Internally restricted cash reserves
  • Unrestricted funds

Externally restricted cash reserves are held for the purpose for which they were received. The use of externally restricted cash reserves is not optional, and Council must continue to manage these reserves to ensure that these funds are expended in accordance with their intended purpose and, where applicable, relevant legislation.

Internally restricted cash reserves are different from externally restricted cash reserves in that their existence is controlled via Council resolution. These reserves are for specific works, services or initiatives that assist with managing cash flow when preparing Council’s annual budget and long-term financial plan.

Unrestricted Funds is working capital that is unallocated and held as Council’s savings to act as a buffer against unanticipated future costs and/or can be used to provide flexibility to take advantage of opportunities that may arise. It is proposed to have a balance of unrestricted working capital of $5,000,000.
