We're working on the design for Moss Vale Bypass

Wingecarribee Shire Council has received $2.4 million from the NSW Government to conduct preliminary investigations and designs for the Moss Vale Bypass.

This design will include the necessary elements to properly inform the construction phase for a 3 stage delivery and allow detailed cost estimates to be prepared. Once the project is designed and properly costed, Council will work with the NSW Government (and others) to identify possible funding options in order to move ahead with the construction.

Work has commenced to complete the Concept Design for all three stages of the Bypass based on a detailed site survey, geotechnical investigation and service searches. This phase also includes the detailed design for Stage 1 which is between Beaconsfield Road and Suttor Road including a connection to Lackey Road, a bridge over the Main Southern Railway and a shared path along the new Bypass route.

The Bypass would assist motorists travelling through Moss Vale by providing an alternative to Argyle Street. The Bypass includes an additional crossing of the Main Southern railway and critically, one which is not subject to flooding or height restrictions.

  • Council secures additional funding to progress Moss Vale Bypass

    Wingecarribee Shire Council has secured $1.1 million from the State Government to progress detailed designs for Stages 2 and 3 of the proposed Moss Vale Bypass Project.

    The funding is in addition to $2.4 million previously committed by the NSW Government in 2021/22 to develop Stage 1 of the long-awaited traffic project.

    Wingecarribee Shire Council General Manager Lisa Miscamble said the announcement was great news for Moss Vale and the Southern Highlands.

    “Moss Vale has witnessed a significant increase in traffic through the town centre in recent years,” she said. “This situation is set to intensify in coming years as major housing developments come online and the population increases.”

    “These funds from the State Government are critical in enabling all stages of this project to be shovel-ready and I thank the Member for Goulburn, Wendy Tuckerman, for advocating on our behalf and securing an audience with the Minister for Regional Transport and Roads, Samuel Farraway.

    “I also commend the staff of Council who prepared the successful application and secured these all-important funds.”

    In October 2021 Council appointed the MU Group Pty Ltd to undertake the detailed designs of Stage 1 of the Bypass project.

    The supplementary funding announcement allows Council to subsequently engage MU Group to undertake the additional detailed design works for stages 2 and 3 of the project. The detailed design works for all three stages of the Moss Vale Bypass Project are to be completed by mid-2023.

    Following the initial two-year funding agreement, Council will prepare a detailed project scope proposal including a funding profile to progress construction of all three stages.

    Ms Miscamble said the proposed bypass was an important piece of the Southern Highlands transport strategy.

    “A Bypass for Moss Vale has the potential to deliver enormous transport benefits to the Southern Highlands and provide a significant stimulus to the local economy,” she concluded.

    The long-awaited Moss Vale Bypass took another step towards reality with Council accepting a tender for detailed designs to be prepared for Stage 1 of the proposed project.

    Council appointed MU Group Pty Ltd to undertake the detailed designs at Council’s Ordinary Meeting of Wednesday 13 October 2021.

    The appointment to undertake the detailed designs of Stage 1 of the Moss Vale Bypass Project was secured at a cost of $1.56 million.

    The tender announcement follows preliminary investigations including project scoping undertaken in 2020.

    Member for Goulburn Wendy Tuckerman welcomed the announcement as both the initial investigations and detailed design of the bypass were made possible due to a $20 million election commitment from the NSW Government in 2019 Mrs Tuckerman made in conjunction with Transport and Infrastructure Minister, Andrew Constance.

    “I am proud that progress is being made on the project,” she said. “I know that a bypass means a lot for the community and will be an important step towards making the Highlands a better place to visit, live and work in.”

    Council’s General Manager, Lisa Miscamble thanked the Member for Goulburn for her advocacy on the project in addition to securing an audience with the Minister for Regional Transport and Roads, the Hon. Paul Toole.

    “I would also commend the staff of Council who prepared the successful application and secured these important funds,” Ms Miscamble said.

    As per the funding agreement from Transport for New South Wales, Council will undertake preliminary planning and designs, a road safety audit, public consultation and engagement on the viability of a Bypass Project for Moss Vale. Council will also establish a project working group with representatives from relevant stakeholder and Government agencies.

    Detailed design works on Stage 1 of the Moss Vale Bypass Project are expected to be completed by 30 June 2023.

    Following the initial two-year funding agreement Council will prepare a detailed project scope proposal including a funding profile to progress to Stage 1 of construction of the Moss Vale Bypass Project.

    Wingecarribee Shire Council will begin preliminary investigations including designs for the Moss Vale Bypass project following the release of $2.4 million from the State Government to design and scope the project over the next two years.

    A $20 million election commitment from the State Government was announced by Transport and Infrastructure Minister, Andrew Constance, with Wendy Tuckerman in 2019.

    “Easing delays along Argyle Street and general congestion in the center of Moss Vale is a high priority of mine – and the design and scope is the first step to getting the job done,” Mrs Tuckerman said.

    Wingecarribee Shire Mayor Duncan Gair said the announcement was the first step in the long-awaited transport infrastructure project.

    “Moss Vale has witnessed a significant increase in traffic as motorists travel north and south through the town centre,” he said. “This situation is set to only intensify in coming years as major housing developments come online and the population increases.”

    “These funds from the State Government will help make this project shovel-ready.”

    As per the funding agreement from Transport for New South Wales, Council will undertake preliminary planning and designs, a road safety audit, public consultation and engagement on the viability of a Bypass Project for Moss Vale. Council will also establish a project working group with representatives from relevant stakeholder and Government agencies.

    “A bypass for Moss Vale has the potential to deliver enormous transport benefits to both the township and greater Southern Highlands and also provide a massive stimulus to the local economy,” Mayor Gair said.

    “This key infrastructure link has long been touted and this announcement brings us closer to this project becoming a reality,” he added.

    “I thank the Member for Goulburn for advocating on our behalf and securing an audience with the Minister for Regional Transport and Roads, the Hon Paul Toole.

    Preliminary works to progress the Moss Vale Bypass Project are expected to be completed by 30 June 2022.

  • Support sought for grant application

    We're seeking funding for a bypass of Moss Vale's main street.

    A corridor of land has been earmarked for a bypass of the Moss Vale town centre since the 1990s. Since that time a series of consultations with property owners in the vicinity has led to the development of a design for a railway overbridge which links Moss Vale Road, via Suttor Road, to Beaconsfield Road. This bypass would assist motorists travelling from the north and eastern parts of Moss Vale across to the west.

    Traffic engineers are aware that this is not the entire solution for traffic relief within the town centre but it is a very good start and government grant funding which suits the project is available now.
