Why is Council reviewing the bulky waste service?

The bulky waste service changed its format in 2022 from a previous user pays system to a Shire wide scheduled collection.  The bulky waste service is valued by our community and will be included in the new kerbside waste collection contract that starts in July 2024.  We want to ensure the future service provides flexibility for residents, increases reuse and recycling opportunities, reduces illegal dumping and improves the visual appeal of local streets.

How many bulky waste services will be provided every year?

In 2023, all properties with a kerbside domestic waste service will receive one scheduled bulky waste collection service, similar to the service provided in 2022.

Moving forward from July 2024, it is proposed that two bulky waste collections per year will be included in the new kerbside waste collection contract.

What materials can be disposed of?

The acceptable items for the future bulky waste service will be determined following this review.

How much bulky waste can I dispose of as part of the proposed service entitlements?

Residents will be able to dispose of the same amount of material (two cubic metres) of combined waste material, per household per collection. The same volume limits will apply if a self-haul voucher system is introduced.

What happens to the material when it's collected?

Reducing waste and recycling is an important step in waste management, that’s why we try to recycle as much as we can.

The following items will be recycled that are collected through the bulky waste collection:

    • Metals will be collected separately and recycled through scrap metal
    • Mattresses will be separated and recycled through Soft Landings

All other bulky household items will go to landfill.

Will the bulky waste service increase illegal dumping?

Experiences of other councils show that a scheduled kerbside bulky waste collection attracts substantial amounts of out of area illegal dumping.  Councils that have transitioned to a pre-booked collection and self haul voucher system indicate that dumping decreases when there is no longer a publicised collection schedule.  In the future we are aiming to provide a service that is suitable for residents and helps to minimise illegal dumping.

How will the bulky waste service be funded?

The cost of the bulky waste collection service will be absorbed by Council for the first two years of operation through the Domestic Waste Management Cash Reserve.

It is proposed collections will then be increased to a bi-annual service after July 2024 and the cost included in the Domestic Waste Management Charge, which is an annual levy applied to eligible ratepayers.
